About Global Lifelong Learner Empowerment (GLE)

The GLE is a strategic unit within XJTLU Learning Mall, dedicated to building a lifelong learning community centered on learners with diverse backgrounds and needs, and connected to global academic partners. By integrating international educational resources and establishing a clear educational product matrix — including internationally recognised credit-bearing courses, bridging programmes, and articulation pathways — GLE aims to provide customised learning models for diverse global learners, ultimately serving as a strategic pillar to enhance the XJTLU education brand.

Role A: International Programmes Officer (Partnerships & Programme Development)

Responsibilities:

  • Proactively identify, reach out to, and establish initial contact with potential external partners, including K12 schools, higher education institutions, educational organisations, service suppliers and other stakeholders. Develop preliminary cooperation proposals that align with GLE’s strategic objectives.
  • Build and maintain a partner relationship database, tracking engagement history, cooperation progress, and key contact information to support longterm relationship management.
  • Plan and coordinate the marketing and promotional activities, including events, campaigns, and digital initiatives, to enhance the visibility and brand impact of GLE’s programmes across target audiences.
  • Monitor emerging educational products, business models, and market trends, conducting regular market scans and competitor analysis. Synthesise findings into actionable market reports to inform strategic planning, product development, and decisionmaking.
  • Collaborate with internal teams to ensure that external engagement efforts are aligned with programme development priorities and resource availability.
  • Support other duties and crossfunctional tasks as assigned.

Qualifications:

Skills and Knowledge

  • Strong interpersonal, networking, and communication skills, with the ability to engage and build trust with diverse external stakeholders.
  • Demonstrated experience in developing partnership proposals, coordinating marketing activities, and managing external relationships.
  • Good understanding of the international education landscape, including K12 and higher education sectors.
  • Analytical mindset with the ability to interpret market trends and translate insights into strategic recommendations.
  • Proficiency in both English and Chinese, with excellent written and verbal communication skills.
  • Selfmotivated, wellorganised, and capable of managing multiple priorities in a fastpaced environment.

Qualifications and Experience

  • Master’s Degree in Education, Marketing, Business Administration, International Relations, or a related field.
  • Relevant experience in partnership development, marketing coordination, or programme development, preferably within the education sector.
  • Familiarity with crosssector collaboration and international education programmes is highly desirable.

Role B:International Programmes Officer (Student Support & Quality Management)

Responsibilities:

  • Conduct comprehensive reviews of all relevant documentation—including partnership agreements, marketing materials, public communications, and Q&A scripts—from the perspectives of compliance reporting, regulatory requirements, and university reputation. Assess risks, identify potential issues, and provide recommendations to ensure documentation aligns with internal policies and external regulations.
  • Lead internal coordination efforts based on the specific needs of each programme. Liaise with internal academic departments and administrative service units, to gather input, align expectations, and facilitate crossfunctional collaboration. Prepare and consolidate project initiation documentation, and support the approval process through to formal decisionmaking.
  • Manage and support student related services.
  • Conduct systematic reviews of existing internal resources (e.g., teaching capacity, facilities, administrative support) and identify areas of surplus or underutilisation. Provide recommendations on whether internal resources are appropriately matched to support new or expanded external programme initiatives.
  • Maintain a compliance tracking system to monitor the status of approvals, renewals, and regulatory submissions across all programmes, ensuring no lapses in compliance obligations.
  • Support other duties and crossfunctional tasks as assigned.

Qualifications:

Skills and Knowledge

  • Strong understanding of compliance frameworks, risk assessment principles, and quality assurance practices within an educational or public sector context.
  • Excellent communication, negotiation, and coordination skills, with the ability to work effectively across academic and administrative units.
  • Meticulous attention to detail, particularly in reviewing contracts, policies, and formal documentation.
  • Strong analytical and problemsolving abilities to assess resource alignment and identify potential risks or opportunities.
  • Proficiency in both English and Chinese, with excellent written and verbal communication skills.
  • Ability to work independently, manage multiple tasks, and navigate complex organisational structures.

Qualifications and Experience

  • Master’s Degree in Law, Psychology, Public Administration, Education Management, Business Administration, or a related field.
  • Experience in compliance, project coordination, internal stakeholder management, or resource planning, preferably within a higher education environment.
  • Familiarity with university governance structures, approval workflows, student affair and regulatory requirements for educational programmes is highly desirable.
