About XIPU Basic Education Group, Futian District, Shenzhen
XJTLU Basic Education Group (the “Group”) is a district-level public basic education group jointly established by the People’s Government of Futian District, Shenzhen and Xi’an Jiaotong-Liverpool
University (XJTLU). Guided by the core educational philosophy of “student-centred, research-led, interest-driven and development-oriented” education, the Group is committed to the vision of “exploring new models of education and influencing approaches to educational reform” and to developing an integrated 15-year education system. The Group currently comprises seven schools: one high school, one junior high school, three nine-year schools, one primary school and one kindergarten, forming an integrated talent-development pathway extending from kindergarten to university. With the “XIPU Class” as a key educational platform, the Group places particular emphasis on developing students’ international and digital literacy. It is also building a research-oriented teacher development system, a mental health support system for teachers and students, and a home-school partnership platform. Through interdisciplinary project-based and problem-oriented learning, the Group seeks to cultivate future-ready talent, localise and innovatively apply XJTLU’s advanced educational philosophy in Shenzhen, and actively explore a “Futian Model” for innovation and development in public basic education.
Key Responsibilities
The successful candidate will be nominated by Xi’an Jiaotong-Liverpool University and appointed by the Education Bureau of Futian District, Shenzhen, in accordance with applicable regulations and procedures. Under the leadership of the Group Party Committee, the appointee will assume overall responsibility for the Group’s strategic planning and implementation and will concurrently serve as principal of the Group’s core senior high school. The principal responsibility of the role is to embed the educational principles of being student-centred, interest-driven, research-led and growth-oriented systematically across all member schools, while coordinating university resources to support educational reform and the Group’s substantive development. Specific responsibilities include:
1. Strategic Planning and Implementation
1.1 Formulate the Group’s medium- and long-term development strategy and annual objectives in alignment with XJTLU’s overall education strategy and Futian District’s basic education development plan; submit these, following review and approval by the Group Party organisation in accordance with prescribed procedures, to XJTLU and the Futian District Education Bureau for record; and organise their implementation.
1.2 Within Futian District’s education governance framework, coordinate the substantive development and distinctive positioning of all member schools within the K–15 integrated education system, and promote mechanisms for collaborative teaching research, resource sharing and joint quality evaluation.
1.3 Establish and refine inter-school coordination and deliberation mechanisms; convene regular joint meetings of Group principals and education and teaching seminars; and lead the preparation and chairing of the Group’s annual work conference.
2. Embedding the Educational Philosophy and Advancing Education and Teaching Reform
2.1 Develop a deep understanding of, and strong commitment to, the Group’s core educational principles; translate them into actionable implementation frameworks for all member schools; and guide each school in adapting these principles to its own context.
2.2 While ensuring full compliance with the national curriculum plan and curriculum standards, lead the exploration of integrated, interdisciplinary school-based curricula; advance innovative pedagogies such as project-based learning; and explore effective curricular pathways that connect and vertically integrate basic education with higher education.
2.3 Concurrently serve as principal of the Group’s core senior high school, with overall responsibility for education, teaching and day-to-day school management, and advance curriculum reform and the development of innovative talent through distinctive initiatives such as the “XIPU Class”.
2.4 Lead teaching innovation through a research-led approach, encouraging teachers to embed inquiry, problem-solving and critical thinking in everyday classroom practice.
3. Brand Development and Educational Ecosystem Building
3.1 Lead the development of the Group’s brand strategy; synthesise, articulate and disseminate innovative practices from member schools; and enhance the Group’s demonstrative leadership and social impact in Futian District, Shenzhen and the Guangdong–Hong Kong–Macao Greater Bay Area through academic forums, education white papers and other channels.
3.2 Promote a robust home–school partnership system that helps parents understand the substance and value of the Group’s educational philosophy and fosters an educational community based on shared responsibility.
4. Teacher Development and Organisational Capacity Building
4.1 Systematically deepen teachers’ understanding and application of the Group’s core educational principles, translating the philosophy into everyday teaching practice through focused professional development, cross-school teaching research, collaborative research projects and professional learning at XJTLU.
4.2 Coordinate the formulation and implementation of professional development plans for teachers across all member schools, and establish differentiated, tiered and category-specific development mechanisms within Futian District’s teacher development framework.
4.3 Support the professional growth of the Group’s and member schools’ leadership teams, strengthening educational leadership and curriculum leadership through specialised training, academic exchange and cross-school secondments.
4.4 Strengthen the ongoing education, management and support of teachers and other personnel in accordance with applicable laws and regulations, and enter into, terminate or end employment contracts with teachers in accordance with relevant provisions. Uphold democratic governance, report regularly to the staff representatives’ congress (or staff assembly), and safeguard the lawful rights and interests of teachers, students and other staff members.
5. Administrative Support, Safety and Stability
5.1 Oversee the administration of the Group and its core senior high school, and formulate and implement plans for major construction projects, the disposal of significant assets and the allocation of key educational resources.
5.2 Formulate and implement the annual budget and major expenditure plans, and strengthen financial management and internal audit oversight.
5.3 Rigorously implement the campus safety accountability system and ensure the effective operation of campus safety and stability measures, food safety controls and logistical support services.
6. Coordination with XJTLU and the Futian District Education Bureau
6.1 Fully implement the policies, requirements and work arrangements of the Futian District Education Bureau, and willingly accept its guidance and supervision.
6.2 Serve as a bridge between XJTLU and the Group’s member schools; coordinate access to XJTLU resources and provide member schools with resource and academic support; and support XJTLU in conducting educational pilots, research initiatives and related projects within the Group.
6.3 Safeguard and enhance the public standing of the Group and its member schools; establish and refine a two-way communication mechanism between XJTLU and the Futian District Education Bureau; and report regularly on progress to the Group Party organisation, XJTLU’s Chief Education Officer and the Futian District Education Bureau.
Essential Qualifications and Experience
1. Basic Requirements
1.1 Be a citizen of the People’s Republic of China.
1.2 Support the leadership of the Communist Party of China and the socialist system, and comply with the Constitution and laws of the People’s Republic of China.
1.3 Demonstrate sound political integrity and ethical conduct, a strong commitment to education, and a high level of dedication and responsibility.
1.4 Possess the professional knowledge, expertise or skills required for the position.
1.5 Meet the physical requirements of the position.
1.6 Meet all other eligibility requirements specified in this recruitment announcement and the position requirements.
2. Eligibility Criteria
Applicants must hold at least a bachelor’s degree and a bachelor’s-level academic qualification, be aged 45 or below, and hold a senior professional title at associate-senior level or above. For applicants holding a full-senior professional title, the age limit may be relaxed to 50. Applicants must currently serve as the principal of a public senior high school, or have at least three years’ experience as a vice-principal of a public senior high school.
All other conditions being equal, preference will be given to applicants who have received any of the following honours, or honours at an equivalent level:
2.1 National-level honours, or equivalent recognition, such as National Model for Teaching and Educating, National Model Teacher, National Outstanding Teacher, National Advanced Worker in the Education System (Outstanding Worker), National May 1 Labour Medal, National Outstanding Educator, National Outstanding Primary or Secondary School Class Teacher, National Outstanding Moral Education Teacher in Primary and Secondary Schools, or National Outstanding Moral Education Worker in Primary and Secondary Schools; or a Certificate of Special Government Allowance from the State Council.
2.2 Having been conferred or recognized by educational administrative departments at or above the provincial level with honors or titles of equivalent standing, such as Special-grade Teacher, Subject Leader, or Backbone Teacher; or with honors such as Outstanding Principal, Outstanding Teacher, Outstanding Class Teacher, or Outstanding Educator; or having received a Teaching Achievement Award evaluated by educational administrative departments at or above the provincial level.
3. Applications Will Not Be Accepted from Individuals Who:
3.1 Have received disciplinary sanctions under Party or administrative rules, or are currently under investigation by the relevant authorities where no conclusion has yet been reached.
3.2 Have been lawfully listed as a target of joint disciplinary measures for serious untrustworthiness.
3.3 Have received a criminal penalty imposed by a judicial authority.
3.4 Have been expelled from the Communist Party of China.
3.5 Have been dismissed from public service.
3.6 Have failed to achieve a rating of Qualified or above in any annual performance assessment during the past three years.

3.8 Fall under any other circumstance stipulated by applicable laws or regulations.

岗位职责
成功应聘者将由西交利物浦大学推荐,并由深圳市福田区教育局按相关规定和程序任命。在集团党委领导下,受聘者全面负责集团战略规划与实施,同时兼任集团核心高中校长。其核心职责是将“以学生为中心、兴趣驱动、研究导向、成长导向”的教育理念系统融入各成员校,并统筹协调大学资源,支持教育改革与集团实质化发展。具体职责如下:
(一)战略规划与实施
1. 根据西交利物浦大学整体教育战略及福田区基础教育发展规划,制定集团中长期发展战略和年度工作目标;按规定程序经集团党组织审议通过后,报西交利物浦大学及福田区教育局备案,并组织实施。
2. 在福田区教育治理体系框架下,统筹集团各成员校在K–15贯通培养体系中的实质化发展与特色定位,推动建立协同教研、资源共享和联合质量评价机制。
3. 建立并完善校际协调与议事机制;定期组织召开集团校长联席会议及教育教学研讨会;牵头筹备并主持集团年度工作会议。
(二)推动教育理念落地与教育教学改革
1. 深入理解并高度认同集团核心教育理念,将其转化为各成员校可操作、可实施的行动框架,并指导各成员校结合实际情况开展本土化实践。
2. 在严格落实国家课程方案和课程标准的基础上,牵头探索融合性、跨学科校本课程;推进项目式学习等创新教学方式;积极探索基础教育与高等教育有效衔接、纵向贯通的课程路径。
3. 兼任集团核心高中校长,全面负责学校教育教学及日常管理工作,并通过“西浦班”等特色项目推进课程改革与创新人才培养。
4. 以研究导向思维引领教学创新,鼓励教师将探究、问题解决与批判性思维融入日常教学。
(三)品牌建设与教育生态构建
1. 牵头制定集团品牌发展战略;总结、提炼并传播各成员校创新实践;通过学术论坛、教育白皮书等渠道,提升集团在福田区、深圳市及粤港澳大湾区的示范引领作用与社会影响力。
2. 推动构建健全的家校协同育人体系,帮助家长理解集团教育理念的内涵与价值,营造协同共育的教育共同体。
(四)教师发展与组织能力建设
1. 系统深化教师对集团核心教育理念的理解与实践,通过专题专业发展培训、跨校教研、协同研究项目以及赴西浦研修等方式,将教育理念转化为日常教学实践。
2. 统筹制定并实施集团各成员校教师专业发展规划,并在福田区教师发展体系框架下建立差异化、分层分类的教师发展机制。
3. 支持集团及各成员校管理团队的专业成长,通过专项培训、学术交流和跨校挂职等方式,提升教育领导力与课程领导力。
4. 依据法律法规加强对教师及其他人员的日常教育、管理与支持,并按照有关规定与教师订立、解除或终止聘用合同。坚持民主管理,定期向教职工代表大会(或教职工大会)报告工作,依法保障教师、学生及教职员工的合法权益。
(五)行政保障、安全与稳定
1. 负责集团及核心高中的行政管理工作;制定并实施重大建设项目、重要资产处置及重点教育资源配置方案。
2. 制定并实施年度预算及重大支出计划,加强财务管理与内部审计监督。
3. 严格落实校园安全责任制,保障校园安全稳定、食品安全及后勤保障工作有效运行。
(六)与西交利物浦大学及福田区教育局的协同
1. 全面贯彻落实福田区教育局的政策、要求及工作部署,自觉接受其指导与监督。
2. 发挥西交利物浦大学与集团各成员校之间的桥梁纽带作用,统筹对接西浦资源,为成员校提供资源与学术支持;支持西浦在集团内开展教育试点、研究项目及相关项目实施。
3. 维护并提升集团及各成员校的社会形象;建立并完善西交利物浦大学与福田区教育局之间的双向沟通机制;定期向集团党组织、西交利物浦大学首席教育官及福田区教育局汇报工作进展。
任职资格与经验要求
(一)基本条件
1.具有中华人民共和国国籍;
2.拥护中国共产党领导和社会主义制度,遵守中华人民共和国宪法和法律;
3.具有良好的政治素质和道德品行,热爱教育事业,有强烈的事业心和责任感;
4.具备岗位所需的专业或者技能条件;
